Course Overview

This unit is for workers required to operate boom-type Elevating Work Platforms (EWPs) at height in construction, maintenance, utilities and industrial settings. It develops the skills and knowledge required to safely operate boom-type EWPs where the length of the boom is 11 metres or more, in accordance with all relevant legislative requirements and Australian WHS standards.

A boom-type elevating work platform is defined as a telescoping, hinged or articulated device — or any combination of these — used to support a platform on which personnel, equipment and materials may be elevated. Participants will learn to conduct pre-operational inspections, assess site hazards, set up exclusion zones, operate the platform safely and respond to emergency situations. A person performing this class of work is required to hold a High Risk Work Licence (Class WP). Completion of this training unit alone does not result in a licence — participants must also successfully complete the mandated National Assessment Instrument (NAI).

Who This Course is For

This course is suitable for construction workers, maintenance technicians, infrastructure and utilities personnel, and anyone who is required to operate a boom-type EWP at heights of 11 metres or more as part of their duties. It is ideal for new operators seeking their High Risk Work Licence as well as experienced operators formalising existing skills. This course is a mandatory requirement for anyone performing this class of high risk work on Australian work sites.

Course Information

Be at least 18 years of age at time of assessment (logbook hours may be completed prior to turning 18)
Completion of LLN assessment as part of the enrolment process
Valid government-issued photo ID totalling at least 100 points required
Participants must wear enclosed shoes, long pants, and bring a high-visibility vest
Must be physically capable of wearing a full body harness and working safely at height
A valid USI (Unique Student Identifier) is required prior to certification issue

Practical demonstration: safely operate a boom-type EWP across a minimum of two occasions, including pre-operational inspection, hazard identification, EWP operation at height and emergency response procedures
Knowledge assessment covering WHS legislation, manufacturer specifications, load limits, fall protection requirements and safe operating practices
Assessment is conducted by a state-accredited HRW Assessor using the National Assessment Instrument (NAI) — completion of all logbook hours must be verified prior to undertaking formal assessment

On successful completion, participants will be issued with a Statement of Attainment for TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11 metres or more) by Health Security Education (RTO 40907). A valid USI is required prior to certification issue. Participants will then be eligible to apply for their High Risk Work Licence (Class WP) through their relevant state authority.

Course fees include training, assessment and (where applicable) issuance of certification for participants who successfully meet competency requirements.
Course fees may not include personal PPE, travel, onsite delivery travel costs, replacement certificates, or additional resources unless stated.

Funding and subsidies: Where applicable, funding or subsidies may be available for eligible participants.
Payment terms: Payment is required prior to course commencement unless otherwise arranged.
Refunds and withdrawals: Refunds are managed in accordance with Health Security Education’s Fees and Refunds Policy. Written notice is required to withdraw.

Trainer support is available throughout the course. Language, literacy and numeracy (LLN) support and wellbeing support are available on request. Health Security Education provides a safe, respectful and inclusive learning environment.
Participants must follow trainer instructions and use equipment safely. Reasonable adjustment is available where appropriate.
USI: A valid Unique Student Identifier (USI) is required prior to the issuance of nationally recognised certification.

Credit Transfer: Available for equivalent completed units where a valid and current Statement of Attainment is provided.
Recognition of Prior Learning (RPL): May be available for learners who can provide evidence of current competence.
Pathways: This unit may support entry into further training pathways in health, community services, emergency response, workplace safety, or related outcomes, depending on learner goals and packaging rules.
